INCLUDING THE TRABUCO RANGER DISTRICT OF THE CLEVELAND NATIONAL FOREST... FOR RELATIVE HUMIDITY BELOW 15 PERCENT WITH NORTHEAST WINDS 25 TO 45 MPH WITH GUSTS 55 TO 65 MPH
