Citing Concern From Legislators and Opposition From Labor Groups, Cal Fire Says They Will Not Submit Bid For Fire Services
San Carlos officials received word this afternoon from Cal Fire that they would not be submitting a proposal.

Efforts from San Carlos to contract out fire services may have suffered a significant set back this afternoon when government officials received a fax from Cal Fire director Ken Pimlott saying Cal Fire will not be submitting a bid for proposal, a decision that has surprised San Carlos officials.
“To be successful, it is imperative that there is support for these agreements amongst all the stakeholders, including public officials, local citizens and labor organizations,” said Ken Pimlott, the Cal Fire director in a fax sent to assistant city manager Brian Moura.
“In the case of the City of San Carlos, there is concern from regional Legislative members and significant opposition from local labor organizations. Lacking support from these stakeholders, a proposed partnership could face legal challenges and be cast in a negative light by the media and the community.”
The letter sent concern through government officials, who were expecting a bid from Cal Fire due to previous interest, and an unofficial bid sent back in March of 2010.
“Something changed in the last seven days,” said assistant city manager Brian Moura. “Cal Fire submitted an unofficial proposal in March of this year, and two others in previous years when we’ve attempted this, so something changed in the last few days and I don’t know what it is.”
In a letter sent on March 5, 2010 from Cal Fire San Mateo Chief John Ferreira, Cal Fire expressed “interest in an initial proposal regarding the anticipated costs of Cal Fire providing personnel for and management of the emergency fire services.”
For the past month, the city of San Carlos has published 51 questions asked by potential bidders regarding fire services. According to Moura, the first 29 of those questions were asked by Cal Fire, indicating further interest in partnering.
“Last week, we actually began to hear they were having second thoughts,” said Moura. “Today we got a letter from the guy who is the acting director. If you go to page 2, he explains that Cal Fire has received significant pressure from local officials and local labor unions.”
“This is Sacramento politics dipping its hand into local politics,” council member Andy Klein interjected. “We’re looking for bids into fire service. Nothing we’re doing is illegal in anyway, or even unusual. What this is is, you have elected state legislatures and a powerful union. And they’re trying to block us.”
Moura, Klein, and councilmember Omar Ahmad said they attempted to contact State Senator Joe Simitian but were told the Senator was sick.
“I have been out sick Tuesday, Wednesday, and Thursday,” confirmed Senator Joe Simitian. My office mentioned they had heard from San Carlos. I have not seen the letter, not been in touch with Cal Fire, and have not spoken to the folks in San Carlos. If you’re asking if I’m one of the legislators who is against this, the answer is no.”
The Local 2400 fire union operates only Monday-Wednesday from 9 a.m.-1 p.m. and was not available for comment. Calls to Chief Ken Pimlott and Region Chief Ken McLean were not immediately returned.
“Councilman Ahmad has been speaking to our attorney to see if any laws were broken here,” said Moura. “But I just find it interesting that nobody is available to speak with us as soon as we receive this letter. I’d like to know which legislators aren’t supporting this, and which labor unions.”

Jean Berlinghoff, 15, was last seen Wednesday afternoon in North Redding traveling with Charles Berlinghoff, 44, they maybe heading to Humboldt County, He also has relatives in Los Angeles area.
Suspect: Charles Berlinghoff, 44 Charles Berlinghoff weighs 160 pounds and has black hair. He is 5 feet, 11 inches tall.
A $100,000 felony arrest warrant was issued Tuesday for his arrest. He is wanted for detainment or concealment of a child from the legal custodian, Shasta County sheriff’s officials said.
$10,000 dollar award for information - Secret Witness Inc. of Shasta County and an anonymous donor have each put up $5,000 for information on Jean or her uncle, Sheriff Tom Bosenko said Thursday.

Posted: 19 Nov 2010 10:29 AM PST A brisk wind fueled a prescribed burn on Figueroa Mountain Tuesday night, causing it to jump its lines and burn about 20 additional acres before fire personnel brought it under control.Embers from the prescribed burn, part of a bigger forest maintenance project by the Los Padres National Forest to clear dry, dead underbrush from the mountain's steep slopes, escaped the planned burn area about 9:30 p.m. after a brief 10 to 15 mph wind whipped up unexpectedly. 150 firefighters were quickly ordered, including resources from CALFIRE, Santa Barbara County Fire Department, Vandenberg Air Force Base and several crews from CDC. A structure protection group from the Santa Barbara County Fire Department was on scene, in case Tunnel Ranch, a small nearby community of 13 residents and 10 structures, became threatened.### |

SSFD: Former BC gets probation for Firehouse gambling racket
Former South San Francisco fire chief gets probation on gambling charges
REDWOOD CITY -- Felony bookmaking charges against a former South San Francisco battalion fire chief and two co-defendants were dropped Friday as part of a plea bargain that ended with a misdemeanor conviction for each of the men, attorneys said.
But during a court appearance Friday, prosecutors abruptly offered to drop all felony charges in exchange for a no contest plea to a misdemeanor count of illegal gambling.
The men pleaded no contest and were put on 18 months probation and ordered to complete 30 hours of community service. Selvitella also was ordered to attend a year of Gamblers Anonymous and stay away from gambling establishments.
"It just blew us away," said Kristovich's attorney, Charles Pierpoint. "What happened in the interim that had you reduce this thing down to a miniscule misdemeanor?"
Chief Deputy District Attorney Steve Wagstaffe said his office generally wants felony convictions in these type of cases, but must work with the evidence it has.
"My deputy DA's review of the evidence led to the conclusion that it supported three misdemeanors for the defendants and a felony for Mr. (Christopher) Mesa.Mesa, 63, of Corte Madera pleaded no contest to felony sports gambling and was sentenced to 90 days in jail and three years probation. A fifth defendant in the case, Michael Cooper, 50, of San Francisco, is due back in San Mateo County Superior Court Dec. 7.
Selvitella's lawyer said the end of the case represented vindication for his client. Attorney Jim Lassart added that Selvitella is not a bookmaker and never picked up or dropped off wages. In fact, the worst thing he did was make some bets, Lassart said.
"He's a decent man who has been put through misery," Lassart said.
The case began after a whistle-blowing South San Francisco employee said a firefighter had lost nearly $30,000 in bets made through Selvitella. Officials launched an investigation that ended with the former battalion chief's firing.
Selvitella is suing the city, claiming in the lawsuit that South San Francisco has no rules regulating gambling on duty and had long tolerated it. The case hasn't been resolved and is currently in the 9th Circuit Court of Appeals.

CFPD - Chiefs SUV Stolen - California Plate E036948
Truck Stolen From Cottonwood Fire Protection District
COTTONWOOD, Calif. -- According to the California Highway Patrol, someone stole a battalion chief's truck from the Cottonwood Fire District late Thursday night.
The truck is a 1997 Chevrolet S10 Blazer with a white stripe and a yellow light bar. It is not a full fire engine.
The truck's license plate is California Exempt E036948.
If you see it, officials ask you to call the CHP at (530) 242-3210.

OES: Cal EMA Urges Californians to Prepare for First Significant Storm
SACRAMENTO, Calif. – Winter weather is fast approaching. The first significant storm of the season will bring cold temperatures, wind and the possibility of snow in the higher elevations. With the weather comes potential hazards’ ranging from mudslides in areas affected by wildfires, to flash flood watches and dangerous driving conditions. With storm watches in effect throughout the state this weekend, Cal EMA urges all Californians to be proactive.
The National Weather Service has advised us that over the next few days many areas of the state will experience rainfall and high winds capable of causing urban and small stream flooding, hazardous road conditions and power outages, said Matthew Bettenhausen, Secretary of Cal EMA. ―I urge every Californian to prepare for the coming winter weather and will help ensure their safety and that of their loved ones.
Officials recommend everyone develop an emergency plan that includes a place to reunite and an out-of-town contact with which family members can provide their locations and conditions if they are unable to join their loved ones at their predetermined relocation site.
Californians should also prepare for all potential disasters by assembling an emergency supply kit that includes food, drinking water, first aid supplies, a battery operated radio and flashlight. Residents should identify what important items to take if an evacuation of an area is necessary such as computers, photos, important documents, medications, and other important items for your family and pets.
Having a battery operated radio is critical because it will ensure you have access to the latest information about the weather and instructions from local officials, said Bettenhausen. ―Having a flashlight will enable you to have light if power goes out.
The following are tips to help you prepare for winter weather:
- Learn the signs of hypothermia, frostbite, dehydration and carbon monoxide poisoning
- Review and update their emergency plans, including out-of-town contact information
- Store plenty of drinking water, food and medications
- Store plenty of blankets
- Obtain a sufficient supply of heating oil
- Make sure portable radios and flashlights are operable and there’s an adequate supply of extra batteries
- Regularly charge devices and have back up options available if you are dependent on equipment needing power
- Supplement emergency supplies by adding
- Rock salt
- Sand
- Snow shovels and other snow removal equipment
- Learn first aid and CPR
- Learn how to shut off water valves
- Teach relatives or neighbors to operate life-safety equipment, including fire extinguishers, breathing machines, oxygen, suction or home dialysis equipment
- Establish support teams of people who can assist you at home, work, school, etc. if you are a person with a disability or elderly and may need assistance,
- Prepare to survive if you are stranded
- Store plenty of heating fuel or dry, seasoned wood for your fireplace or wood-burning stove
- Hire a contractor to check the ability of your roof to sustain unusually heavy weight from accumulated snow or rain
- Insulate walls and attics
- Caulk and weather strip doors and windows
- Consider installing storm windows or covering windows with plastic
- Clear rain gutters
- Repair roof leaks
- Cut away tree branches that could fall on your house or another structure
- Use insulation or newspapers and plastic to insulate pipes
- Allow faucets to drip a little during cold weather to prevent pipes from freezing
- Replenish antifreeze
- Check your battery and ignition system
- Make sure battery terminals are clean
- Check your brakes for wear and your level of brake fluid
- Replace fuel and air filters
- Use additives and maintain a full tank to keep water out of the system
- Check your heater and defroster
- Check your lights and flashing hazard lights
- Check your oil level and weight
- Check your thermostat
- Check your windshield wiper blades and windshield wiper fluid
- Install good winter tires
- Maintain at least a half-tank full of gas
- Supplement the emergency supply kit for your car by adding:
- A shovel
- Windshield scraper and small broom
- Flashlight
- Battery-powered radio
- Extra batteries
- Water
- Snack food
- Matches
- Extra hats, socks and mittens
- First aid kit and pocket knife
- Necessary medications
- Blankets
- Tow chain or rope
- Booster cables
- Emergency flares
- Fluorescent distress flag
Prepare Your Pets
- Keep your cat inside. Outdoors, felines can freeze, become lost or be stolen, injured or killed
- Outdoor cats sometimes sleep under the hood of cars during cold weather. Before starting your engine, check under the hood
- Never let your dog off the leash on snow or ice, especially during a snowstorm—dogs can lose their scent and easily become lost
- Make sure your pet always wears an ID tag
- Thoroughly wipe off your dog's legs and stomach when he comes in out of the sleet, snow or ice. He can ingest salt, antifreeze or other potentially dangerous chemicals while licking his paws, and his paw pads may also bleed from snow or encrusted ice
- Never shave your dog down to the skin in winter, as a longer coat will provide more warmth
- Never leave your dog or cat alone in a car during cold weather. A car can act as a refrigerator in the winter, holding in the cold and causing the animal to freeze to death.
- Increase your pets supply of food, particularly protein, to keep him—and his fur—in tip-top shape
- Like coolant, antifreeze is a lethal poison for dogs and cats. Be sure to thoroughly clean up any spills from your vehicle, and consider using products that contain propylene glycol rather than ethylene glycol. Visit the ASPCA Animal Poison Control Center more information.
- Make sure your pet has a warm place to sleep
