Tehama County: Successful water rescue on the Sacramento river
A 12-foot aluminum boat capsized in the Sacramento River near Red Bluff, plunging four people into the water on Thursday.
The Tehama County Sheriff's Department received a report of the accident at 3:21 p.m. and responded to the site just behind the Darrango RV park.
A sheriff's boat unit, deputies on shore, and rescue units from CalFire and the Red Bluff Fire Department pulled Michael Lambert, 36, and 10-year-old Doyle Appleby from the river as they held onto a bridge piling, said the Sheriff's Department reported. Harold Lambert, 39, and 12-year-old Kerstine Holt were able to swim to shore.
Although cold and wet, none of the victims were injured, the Sheriff's Department reported.
It appears the boat had struck a log while the group was rowing down the river, causing the boat to overturn, the Sheriff's Department reported.
The severely damaged $800 boat was retrieved by the sheriff's boating unit.

County of San Diego supervisors requesting an executive order for full staffing
The County of San Diego is seeking full staffing and other resources from the California Department of Forestry and Fire Protection (CalFire) for this year’s peak fire season.
A 5-0 San Diego County Board of Supervisors vote directed the county’s chief administrative officer (CAO) to prepare a letter to be signed by the five county supervisors requesting an executive order by Governor Schwarzenegger to increase wildfire protection, preparedness and education levels in San Diego County during the county’s peak fire season.
The CAO was also directed to solicit the support of the county’s 18 incorporated cities for such an executive order and to work with the county’s lobbyist in Sacramento to ensure that the letter is received by the governor’s office and by each of San Diego County’s state legislators.
“This is a very, very important issue,” said Supervisor Dianne Jacob. “CalFire has been an incredible partner.”
In each year from 2005 to 2009 Governor Schwarzenegger issued an executive order to increase wildfire preparedness levels in the San Diego region as the peak fire season approached. The executive orders typically add an additional $5 million to $6 million to the $26 million budgeted by the state for firefighting resources in the San Diego region.
An executive order allows CalFire to hire additional staff, which provides a fourth firefighter on each of the agency’s 26 state-funded fire engines, funds all 21 CalFire personnel involved in the cooperative helicopter program, which utilizes aircraft assigned to the county’s Sheriff’s Department, and provides staffing to augment regional preparedness.
“We really do rely to a large extent on getting these resources,” said Supervisor Pam Slater-Price.
In addition to city fire departments and local fire protection agencies, the land within the county also includes state responsibility areas where CalFire is responsible for wildfire suppression and structural fire protection and federal responsibility areas under control of the U.S. Forest Service.
Volunteer fire departments complement public agencies while local fire safe councils assist in preparedness issues. In 2005 and 2006 the supervisors approved contracts with CalFire to augment service in areas not adequately protected.
This year San Diego County did not experience the droughts it has seen in past years, but the rainfall poses a different fire problem.
“We’re going to see a lot of new plant growth,” said Supervisor Bill Horn. “That’s going to increase our fuel loads.”

Loma Linda:: Controversial EMS service fees may be eased
Loma Linda councilman asks for changes to 'fire medical' program
LOMA LINDA - Councilman Robert Ziprick is proposing changes to soften the impact of a new program that charges people who receive emergency medical services from the Fire Department. The so-called "fire medical" program, which was launched March 1, charges residents $300 each time they call 9-1-1 and get medical assistance from city firefighters. Non-residents are charged $400 per response.
Alternatively, residents can sign up for a $48 annual membership and not get billed for the service, while non-residents can pay $60 for a yearly subscription.
Ziprick, who is seeking re-election in June, voted in favor of the program last year but says it needs some "fine tuning."
"I've had people say to me, `I don't want to go to Loma Linda because of the new fee,"' Ziprick said.
He proposes a one-time free use of the service to help people struggling in a tough economy.
Ziprick also supports looking into whether it is legally possible to waive the subscriber fee for people whose health insurance covers the service.
The City Council is expected to discuss the issue on Tuesday.
Ziprick presented his ideas at a council meeting last month. Based on the rough outline of Ziprick's proposal, Fire Chief Jeff Bender said the changes probably would cut revenues generated by the program by more than half.
A 2008 study anticipated the program would generate about $262,000 a year for the city.
Councilman Ovidiu Popescu criticized Ziprick's recommendations. "He voted for it and now close to an election is proposing changes that would considerably gut the program," Popescu said.
Ziprick said he started asking questions about the program when it was first brought up more than a year ago.
"I would like the best service to the public at the least cost," he said. "I don't think that warrants an all-out attack from a colleague who is not even running for election."
Officials say the city only gets 11 cents out of every dollar it receives in property taxes. At one time, that covered basic first aid and fire services.
In 2000, the council voted to provide enhanced medical services through the Fire Department, but it didn't create a funding source for the upgraded care.
Bender said that 477 residents and businesses have signed up for the new program.
The overall reaction has been positive, he said.
"Once we educate people and they understand all the details, they're receptive," Bender said.
