Breaking News:California Budget passed after long battle

California lawmakers passed a long-awaited budget early Thursday morning after an epic battle that involved several all-night sessions and political concessions, sending the package to Gov. Arnold Schwarzenegger, who is expected to sign it today.

During the late-night negotiations moderate Republican Abel Maldonado brought out a photograph of former Governor Reagan at a tax bill signing in 1972. He said he never thought he would have to defend California against members of his own party.

In passing the tax portion of the package, Republicans who broke from their party harkened back to former California governor Ronald Reagan's decision to pass tax increases during hard economic times."What would Ronald Reagan do? Ronald Reagan would vote yes," said Sen. Roy Ashburn of Bakersfield.

Senate leaders were able to secure the final vote needed from Maldonado, a moderate, by agreeing to his demands for election changes, government reform and removal of a gas tax increase, giving them the two-thirds vote needed to pass the package.

Concessions made:
Legislators Leaders met Maldonado's demands to remove a provision to increase the gas tax, freeze legislators' salaries in deficit budget years and to eliminate new office furniture budgeted for the state controller.
Also Legislators agreed to ask voters to revise the state's constitution to allow open primaries for legislative, congressional and gubernatorial elections in order to win Maldonado's support.

LODD: Aussie Firefighter was killed when a tree fell on him

Australian fire officials have announced a 58 year old firefighter was killed when a tree fell on him, while connecting hose to the fire appliance.

Firefighter Balfour was a member of the ACT Fire Brigade on assignment from neighboring Canberra.

It is with my deepest regret that I inform friends, work colleagues and the greater Canberra community that my husband of twenty years and father of my three children aged 14, 13 and 10 David James Balfour has passed away. David was a professional fire-fighter with the A.C.T. fire brigade for 11 years in which time he undertook specialised training in many key areas.

He was on a task force from Canberra helping in the Victorian fire disaster. He was tragically killed when a tree, decimated by the fires, fell on him.

Orange County, Ca.– As a result of the recommendations from the Santiago After Action Report and the Governor’s Blue Ribbon Commission Report, the Orange County Fire Authority (OCFA) purchased two new Bell 412 Helicopters. The OCFA will accept its second helicopter during the Helicopter Association International 2009. Heli-EXPO held at the Anaheim Convention Center on Sunday, February 22 at 2 p.m. at the Bell Helicopter Booth.

This aircraft along with the first that was received in December 2008, will be used to replace the current aging 1966 models that the OCFA has had in service since 1995. “Both new helicopters offer much more capability and efficiency that will enhance the OCFA’s service abilities,” said Division Chief Brian Stephens. “Both aircraft will be used for firefighting, rescue, and other missions for the citizens of Orange County.”

The new aircraft offer:

• Twin engines with four blades that will enhance safety, increase
operational effectiveness, and expand mission capabilities.
• Night vision goggle capabilities enabling missions at night.
• 600 lb. Rescue Hoist.
• Fire Mapping System.
• 350-gallon fixed water/foam tank that will be used for water drops over wildland fires.
• Hydraulic Snorkel enables the aircraft to fill its water tank while hovering, increasing our firefighting effectiveness.

LODD: CHILE - 13 FORESTRY FIREFIGHTERS - HELICOPTER CRASH

14 FORESTRY FIREFIGHTERS KILLED IN THE LINE OF DUTY IN CHILE-HELICOPTER CRASH

A helicopter carrying firefighters from a forest fire crashed in southern Chile killing 14 on board this afternoon. The helicopter had just retrieved the Firefighters from a day's working the fire which is still burning. The Firefighters were young men between the ages of 18 and 25 who worked for a Chilean timber and pulp company known as CELCO.

Update: Chilean officials now say 13 people, 12 of them firefighters, have been killed in a helicopter crash. Earlier reports put the death toll at 14.

The helicopter crashed into a hill Sunday in the Maule region south of the capital, Santiago. Authorities say the victims, who were between the ages of 18 and 25, were headed to a forest fire. It was not clear what caused the crash.

In recent weeks, Chile has been grappling with forest fires, mainly in the south of the country, that have consumed thousands of hectares of land.

Australia: US crew to investigate snapped power line

Improperly maintained power lines were responsible for some of America's most devastating wildfires in 2007, public investigators found last year, leading to class actions being launched against a US electricity company.

Firefighters arriving from the US yesterday to help local fire crews said they were struck by the parallels between Victoria's bushfires and the wildfires that swept through southern California in October 2007.

''In San Diego, the power line companies have been in a lawsuit because of the fire starts there, so what we are going through [in Melbourne] is mirroring what is happening in southern California,'' Ron Woychak, from the Bureau of Land Management, said.

Victorian Premier John Brumby declined yesterday to comment on a class action launched against Singapore-owned electric company SP AusNet.

The Sunday Age revealed that the Phoenix bushfire taskforce was examining a 2km stretch of power line in Kilmore East that snapped during strong winds and record heat on February 7.

The fallen power line is believed to have sparked the blaze that tore through Kinglake, Steels Creek and St Andrews, killing more than 100 people and destroying 100 homes.

Mr Brumby declined to comment on the police investigation into the cause of the blaze, saying the Teague royal commission as well as coronial investigations would look at all of the factors involved with the fires.

''I'm not going to comment on any of those [class action] matters; they're matters which will be fully examined in the context of the royal commission,'' he said.

Mr Woychak said many of the difficult political issues emerging here had already played out in California after forest fires in recent years. ''We keep not learning the same lessons over and over again. The politics gets in the way.''

The US consul-general, Michael Thurston, said there were similarities between Melbourne's bushfires and recent US forest fires.

''Particularly in California ... where it is coming on to increasingly urbanised areas. The frontier between where the wilderness ends and the urban area begins is becoming less defined. People are living in areas they weren't living in 30 years ago.''
