 The Pine Fire started on 06/30/2016 at 0854 PDT, approximately eleven miles north of Ojai in the Sespe Wilderness. Fire suppression efforts in designated wilderness, involve being "light on the land", using minimal impact suppression techniques (MIST). Natural barriers, wet line and cold trail techniques, minimal power tool use, and no bulldozers are some of the techniques being used.

07/01/2016 0930: 1450 acres, 0% Contained., The Pine Fire has burned approximately 1450 acres, is zero percent contained and has 366 assigned personnel. There remains high potential for growth due to heavy fuels and steep inaccessible terrain. The terrain is making access difficult, and crews and supplies are being helicoptered in. Crews were able to begin line construction yesterday and that work will be continuing today. Air support will continue with retardant drops.

• Threat to Camp Scheideck community and nearby residence and ranches. 
• Voluntary evacuation of Camp Scheideck, Reyes Creek Campground, Grade Valley area (including Thorne Meadow and Fish Bowls)

Based on fire activity, the following closures are in place as of 07/01/2016 0930:

· Pine Mt Recreational Area is closed at the gate on Highway 33.
· Reyes Creek Campground near Sheideck.
· Reyes Creek Trail head
· Piedra Blanca Trail head
· Chorro Grande Trail

In addition to these closures, Grade Valley Road is closed at the junction of Lockwood Valley Road.

Voluntary evacuations have currently been implemented by the Ventura County Sheriff's Department for the area south of Lockwood Valley Road in the vicinity of Camp Sheideck.

Butte County: CAL FIRE Law Enforcement Arrested A Suspected Arsonist (Mug Shot)

CAL FIRE law enforcement arrested a suspect arsonist Monday for suspicion of setting several wildfires in Butte County.

 CAL FIRE Officials identified the suspect as Charles Richard Benish, 24. Benish is suspected of setting four fires in the Feather River Wildlife area. Officials said the first fire was reported to CAL FIRE's Emergency Command Center in Oroville at 6:34 p.m. Monday.

Officials said after a two mile pursuit, Benish was detained by a CAL FIRE Peace Officer and was placed under arrest with the assistance of the California Highway Patrol. Officials said Benish has been charged with four counts of arson to forestland, found counts of being armed with a firearm in the commission of a felony, one count of willfully evading a pursuing peace officer's vehicle, and one count of driving under the influence. Benish is being held on a $371,000 bail.

Chief Darren Read of CAL FIRE/Butte County Fire said, "Thanks to swift and accurate reporting from the public, our law enforcement officer was able to quickly apprehend this suspect and firefighters were able to rapidly contain the wildfires"

CAL FIRE officials continue to urge the public to be vigilant outdoors and report any suspicious activity. The public can provide valuable assistance by following these steps; do not approach the individual or individuals engaging in the suspicious behavior, report behavior to law enforcement, and if safe to do so, note the description of the individual to include location, gender, height, weight, clothing description, hair color, and any distinguishing characteristics such as tattoos.

Officials added one of the most important pieces of information for investigators can be the time the behavior is observed, so be sure to make note of that. If a vehicle is involved in the suspicious activity, the following information can also be helpful to investigators; make and model of the vehicle, color of the vehicle, location and direction of travel, license plate number-even partial number can be useful, bumper stickers or other markings, and number of people in the vehicle including their descriptions.

7/01/16 0800:  2,151 acres, 12% contained. Active fire behavior. On the Placer County side, crews were able to complete and strengthen lines overnight to prevent fire spread up Peachstone Gulch, and contingency lines are in place to protect the community of Todd Valley. 
Crews on the south side of the American River made good progress overnight constructing dozer line south adjacent to New Orleans Gulch. Their goal today is to tie line back towards Bottle Hill. The fire was most active overnight on the Hornblende Mountains, bumping the road along the ridge. Fire is established in Otter Creek, and crews overnight made good progress on constructing line from the Otter Creek drainage north to Jakey’s Hill, and then to Buckeye Point and ultimately to the river. A priority today is to complete and strengthen that line to protect structures in Volcanoville. Structure protection assessment will also be occurring in the Volcanoville and Buckeye areas.
The fire continues to burn in extremely steep, rugged terrain. Crews may take advantage of more favorable night time conditions to conduct strategic firing operations. Weather conditions are predicted to remain about the same through the weekend, with upslope, up canyon winds in the late morning through early evening, and downslope, down canyon winds at night.

Arizona: Six Wildland Firefighters Hurt During Fire Shelter Deployment On Cedar Fire #AzFire

 SHOW LOW, AZ (KPHO/KTVK) - Six firefighters were transported to the hospital after deploying their fire shelters while battling the Cedar Fire near Show Low on Tuesday.
There was a sudden and unexpected change in the fire, according to Candy Lupe with the Bureau of Indian Affairs Fire Management.

A group of fire crews had to deploy their fire shelters. Once the danger passed, they were able to walk out and get medical help, Lupe said.

The six firefighters were treated for non-life threatening injuries. They were treated at Summit Healthcare Regional Medical Center in Show Low and were released.

Fire shelters are small tents the firefighters carry with them and crawl under if they are overtaken by flames.

The incident brings back memories of the Yarnell Hill Fire in 2013, where Granite Mountain Hotshots deployed their fire shelters. In that case, the fire was too intense for the fire crews and 19 firefighters died. The third anniversary of the tragedy is coming up on June 30.

As for the Cedar Fire, the wildfire has burned 45,977 acres since it started on June 15. It is 75 percent contained as of Tuesday evening. Firefighters hope to have full containment by early July.

9-11 Victim Compensation Fund Pays Over $1.52 Billion to Claimants and Announces Updated Regulations and Claim Form

The Department of Justice announced today that since it reopened in 2011, the September 11th Victim Compensation Fund (VCF) has paid over $1.52 billion to first responders, recovery workers, and residents who suffered physical harm or were killed as a result of the terrorist-related aircraft crashes of Sept. 11, 2001 or the debris removal efforts that took place in the immediate aftermath of those crashes.  The VCF is now ready to enter its next phase and today posted for public commentupdated regulations that will govern the program for the next several years.  

The $1.52 billion includes all payments made to date – either partial or in full – on Group A claims, defined as claims for which a loss determination was issued on or before Dec. 17, 2015.  Since reauthorization of the VCF in December 2015, the Special Master has authorized the final payment on 8,930 Group A claims.  This means that the VCF has less than 200 Group A claims left to be authorized for full payment.  All of the remaining claims have issues preventing payment; however, the VCF is working with claimants and their representatives to resolve the open issues as quickly as possible.  The Special Master will authorize payment on remaining Group A claims by the end of the month. 

In addition to the priority placed on paying Group A claims as quickly as possible, the Special Master has also issued updated regulations as an Interim Final Rule, with a 30-day post-publication comment period, as well as created an updated claim form. 

“It has taken a tremendous amount of work to update the regulations to reflect the reauthorization law and to redesign the claim form to make it easier to use, while at the same time continuing to implement the other changes required by the reauthorization,” said VCF Special Master Sheila Birnbaum.  “I encourage claimants to review the new sample claim form and begin gathering the relevant information and documents so they are prepared to submit their claim when the form becomes available online and in hard copy at the end of July.  I realize no amount of money can alleviate the losses suffered on Sept. 11, 2001, but the 9-11 community is one of great resilience, and the men and women who are working so hard to process VCF claims are proud and privileged to work with all of you.”

The Interim Final Rule is effective as of today and has been posted on the VCF website for public inspection and review.  The rule has also been formally published in the Federal Register and the 30-day comment period has begun.  Information on how to submit comments can be found in the document.  By publishing the regulations as an Interim Final Rule, the VCF can begin issuing Group B compensation decisions as soon as Group B funding becomes available, while still allowing Special Master Birnbaum to carefully consider any comments received post-publication and make any necessary changes before issuing a Final Rule. 

Additionally, the updated claim form has been finalized.  A sample version of the revised form can be found on the VCF website.  The sample form cannot be submitted as a claim at this time, but provides claimants with a guide to understand the type of information and documents that will be needed once the VCF begins accepting new claims.  For more information about the timing for submitting new claims, please see the Special Master’s May 24 message. 

The VCF continues to review Group B claims and contact claimants to request missing information when needed.  The VCF has rendered more than 2,500 eligibility decisions since the beginning of January and completed loss calculations for more than 1,000 claims.  The VCF continues to send “Group B Complete” letters to claimants to inform them that their claim has been reviewed and any eligible loss has been calculated.   The Special Master expects to begin issuing the first Group B loss determinations at the end of June, with the expectation that the first full payments will be authorized in mid-August.  This is contingent on finalizing the accounting for Group A payments and the subsequent availability of Group B funding.
